While performance fees have existed in theory for many years, there has
been a part of those charges has been very difficult to see any efficiency
and a new segment of these accusations fair use of copyright did not exist

are performance royalties for radio and performance royalties for digital
downloads.
While the three major performance rights organizations have attempted to
enforce the copyright royalty payment and control the performance over the
